This legislative act approves Government Ordinance No. 11/2024, which amends Article 4 of Government Emergency Ordinance No. 77/1999 on measures to prevent payment incapacity.
This amendment introduces additional obligations for economic operators, aiming to strengthen financial discipline and prevent the accumulation of arrears.
Thus, companies are required to prepare and submit periodic reports to the tax authorities regarding their financial situation, including detailed information on receivables and debts.
Additionally, a financial flow monitoring system has been established, allowing authorities to identify potential financial difficulties early and intervene preventively.
These measures aim to reduce the risk of insolvency among economic operators and maintain economic stability at the national level.
Ordinance No. 11/2024 introduces changes in the organisation and operation of the Training Centre for Industry Personnel (CPPI) Busteni.
The ordinance provides key clarifications regarding:
Funding of the Centre from its own revenues;
The procedure for appointing the general director;
Organisational structure;
Centre management.
The Centre will be funded from its own revenues and led by a general director appointed by ministerial order. The general director will be appointed by order of the Minister of Economy, Entrepreneurship, and Tourism, in accordance with the provisions of the Administrative Code.
The duties, tasks, and responsibilities of the personnel of the Training Centre for Industry Personnel (CPPI) Bușteni will be established through the job description, annexed to the individual employment contract.

Prin acest act normativ este aprobata Ordonanta Guvernului nr. 11/2024, care completeaza articolul 4 din Ordonanta de urgenta a Guvernului nr. 77/1999 privind masuri pentru prevenirea incapacitatii de plata.
Aceasta completare introduce obligatii suplimentare pentru operatorii economici, care au ca scop consolidarea disciplinei financiare si a prevenirii acumularii de arierate.
Astfel, companiile sunt obligate sa intocmeasca si sa depuna la autoritatile fiscale rapoarte periodice privind situatia lor financiara, inclusiv informatii detaliate despre creante si datorii.
De asemenea, este instituit un sistem de monitorizare a fluxurilor financiare, care permite autoritatilor identificarea din timp a eventualelor dificultati financiare ale firmelor si sa intervina preventiv.
Prin aceste masuri, se urmareste reducerea riscului de insolventa in randul agentilor economici si mentinerea stabilitatii economice la nivel national.
Ordonanta nr. 11/2024 aduce modificari in organizarea si functionarea Centrului de Pregatire pentru Personalul din Industrie (CPPI) Busteni.
Ordonanta aduce clarificari importante privind:
finantarea Centrului din venituri proprii;
modalitatea de numire a directorului general;
structura organizatorica;
conducerea Centrului.
Centrul va fi finantat din venituri proprii si condus de un director general numit prin ordin ministerial. Directorul general va fi numit prin ordin al ministrului economiei, antreprenoriatului si turismului, in conformitate cu prevederile Codului administrativ.
Atributiile, sarcinile si responsabilitatile personalului Centrului de Pregatire pentru Personalul din Industrie - CPPI Busteni se stabilesc prin fisa postului, anexa la contractul individual de munca.
